if so, why it was not added at https://dumps.wikimedia.org/backup-index.html or https://dumps.wikimedia.org/mirrors.html?

It's not official, but it seems to work ok.

The Wikimedia Foundation does not have an official site for dumps
torrents. It would be nice to add them to
https://meta.wikimedia.org/wiki/Data_dump_torrents however.
